  This book explains why the EU is not a ‘normative actor’ in the Southern Mediterranean, and how and why EU democracy promotion fails. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not : Andrea Teti, Pamela A. Abbott, Valeria Talbot, Paolo Maggiolini. In a critical moment for Europe, this Manifesto (that all European citizens can sign) proposes to escape immobilism and abstract discussions by putting on the table a concrete plan to democratize both European institutions and policies, with a view to bringing more fiscal and social justice and to effectively address Europe’s environmental and migration emergencies.
